Background
Public policy toward illegal drugs should be guided by outcomes rather than intentions. Historical experience with alcohol prohibition suggests that outright bans can produce unintended consequences, including black markets and associated criminal activity. Allowing state-level experimentation with marijuana legalization provides an opportunity to evaluate whether regulated markets can reduce these harms while generating tax revenue.
We should be realistic about whether current prohibition policies, as with alcohol prohibition in the early 20th century, do more harm than good.
