CIVPAC Endorses Stefany Shaheen in New Hampshire’s 1st Congressional District Democratic Primary
This endorsement should not be read as a general-election endorsement of the Democratic Party. CIVPAC includes members with different views about which party should control Congress. But we are united in believing that, when Democratic primary voters have a choice between practical center-left candidates and far-left or DSA-aligned candidates, the practical center-left candidate is usually more consistent with CIVPAC’s principles.
New Hampshire’s 1st District is an open seat in a politically independent state. That should shape how Democratic primary voters think about the race. The nominee will need to appeal beyond the activist base, speak to voters who are wary of ideological politics, and show the practical judgment needed to represent a district that is not safely owned by either party.
Heath Howard’s campaign reflects many of the themes now common on the activist left: universal health care, a living wage, tuition-free college, and broad promises of economic transformation. CIVPAC does not deny that these are serious issues. But serious issues require serious tradeoffs. A platform built around attractive promises is not the same thing as a governing program.
Stefany Shaheen is not a perfect candidate, and CIVPAC does not endorse every statement she has made or every position she may take. But in this field, she appears to offer the strongest combination of general-election breadth, New Hampshire political roots, practical policy emphasis, and ability to keep the Democratic primary from becoming another vehicle for far-left movement politics.
CIVPAC’s concern in this race is not partisan cheerleading. It is institutional. In competitive districts, both parties are better when their nominees are serious, practical, and capable of representing more than their ideological base. Democratic primary voters in New Hampshire’s 1st District should ask which candidate is most likely to meet that standard.

This is also a reminder that opposition to far-left politics is not the same as opposition to all progressive policy. CIVPAC supports practical reforms that expand opportunity, improve public services, protect personal freedom, and strengthen democratic institutions. What we oppose is slogan politics that treats ambition as a substitute for tradeoffs and activist identity as a substitute for governing judgment.
New Hampshire’s 1st District deserves a nominee who can compete seriously, govern responsibly, and resist the pull of ideological performance.
