Virginia will hold its primary election on Tuesday, August 4, 2026.
CIVPAC endorses Elaine Luria in the Democratic primary for Virginia’s 2nd Congressional District.
This is one of the clearest congressional primary endorsements CIVPAC is likely to make this cycle.
Virginia’s 2nd District is not a place for ideological performance. It is a competitive Hampton Roads district with a large military presence, a major veteran population, and voters who expect their representative to understand national security, defense policy, public service, and the practical needs of a politically mixed community.
Elaine Luria fits that district.
Luria is a former member of Congress, a Naval Academy graduate, and a retired Navy commander who served for two decades. In Congress, she served on the Armed Services, Veterans’ Affairs, and Homeland Security committees. She has the kind of defense, veterans, and national-security experience that should matter in a district like VA-2.
She also served on the House Select Committee investigating the January 6 attack on the Capitol. That matters too.
CIVPAC does not treat January 6 as a normal partisan disagreement. It was an attack on constitutional government and the peaceful transfer of power. Luria understood the seriousness of that moment and accepted the political risk of saying so. That is not a liability. It is evidence of institutional seriousness.
The central question in this race is not whether other candidates have useful experience or sincere views. The question is who is best suited to win and represent a competitive Hampton Roads district at a time when Congress needs members who understand both national security and constitutional responsibility.
Luria is the answer.
She is not a symbolic candidate. She has won this district before. She has served it before. She understands its military and veteran communities. She can speak credibly about shipbuilding, defense readiness, veterans’ health, national security, and the rule of law. She also fits the kind of Democratic profile CIVPAC believes is essential in competitive districts: serious, practical, center-left, and grounded in the district rather than in national ideological fashion.
CIVPAC does not endorse every vote Luria has cast or every position she has taken. She is a center-left Democrat, and CIVPAC would have predictable centrist disagreements with parts of her agenda. But that is not the standard. The standard is whether she is the strongest candidate for this district and this moment.
She is.
A true win-everywhere strategy requires Democrats to nominate candidates who fit the voters they hope to represent. In VA-2, that means a candidate who can appeal to Democrats, independents, military families, veterans, suburban voters, and citizens who may not agree on every policy question but want a representative with judgment, discipline, and respect for constitutional limits.
