CIVPAC endorses Niina Threlfall-Baum in the Republican primary for Wisconsin’s 7th Congressional District.
The 7th District is an open seat following Representative Tom Tiffany’s decision to run for governor. The Republican primary includes several candidates closely aligned with Donald Trump or with the party’s more ideological conservative wing.
Threlfall-Baum is the clearest moderate alternative in the field. She describes herself as a practical, problem-solving Republican focused on the concrete needs of northern Wisconsin rather than national ideological tests.
Her priorities—rural economic resilience, fiscal responsibility, local control over land use and infrastructure decisions, and greater transparency around large-scale developments such as data centers—align substantially with CIVPAC’s emphasis on economic efficiency and respect for institutions closest to the people.
She consistently frames representation as listening to constituents, weighing evidence and tradeoffs, and advancing policies that reflect district realities rather than party orthodoxy. This governing-oriented approach, combined with her emphasis on accountability and results over polarization, is consistent with the pragmatic judgment CIVPAC seeks in candidates.
Our Reservations
We are more skeptical of Threlfall-Baum’s proposal for a federal moratorium on major artificial-intelligence data-center development.
The potential effects of large data centers on water supplies, electricity prices, local infrastructure and rural communities justify regulation, transparency and careful review. But a broad federal moratorium may prevent beneficial investment along with harmful projects. CIVPAC generally prefers policies that require developers to bear the full costs they impose and allow state and local governments to evaluate projects individually.
Threlfall-Baum has also not publicly addressed NATO, Ukraine or the broader questions of alliances and deterrence that form part of a stable international order.
A member of Congress will cast votes on foreign-policy authorizations, defense appropriations and oversight of the executive branch. CIVPAC regards a realistic, institutionally grounded approach to America’s alliances and the costs of aggression as an important element of political realism. We encourage her to articulate a clear position on these matters.
Even with those reservations, Threlfall-Baum remains the strongest match in this primary for the principles that guide our endorsements: economic efficiency, opportunity-oriented fairness, personal freedom and a preference for candidates who engage tradeoffs rather than extremes.
In a field that otherwise tilts toward more ideological alternatives, her candidacy offers the better prospect of representation that prioritizes practical problem-solving and institutional responsibility.
For these reasons, CIVPAC endorses Niina Threlfall-Baum in the August 11 Republican primary for Wisconsin’s 7th Congressional District.
